This is our presentation of “Disarmisti esigenti” (Demanding Disarmists)

We are among you, in this exciting and delicate meeting, with the associative partners for this expedition (Costituente Terra, Our House. Pagoda per la pace di Comiso). Our coalition of grassroots organizations, through the affiliated Lega Obiettori di Coscienza (LOC), collaborates with WAR RESISTERS INTERNATIONAL.

As nonviolent antimilitarists, we move with the priority of denuclearization, both military and civil, at a global level.

Our birth, in 2014, occurs in response to the call of the appeal of Stéphane Hessel and Albert Jacquard to “demand total nuclear disarmament”. Today there is the ambition, on our part, that the need for a rapid transition from the legal prohibition of nuclear weapons (a process opened by the Treaty of 7 July 2017) to their total physical elimination is shared globally.

This objective, encouraged by the awarding of the Nobel Peace Prize to ICAN (www.icanw.org), requires, in our opinion, strategic planning and work, with a general and international perspective, which represents the core of our reason for being.

In particular, at this time our priority is to work to harmonize and integrate the ICAN Campaign with the No First Use Campaign (NFU). It is necessary for the nuclear powers to start a table that will follow up the No first use with concrete measures against nuclear war by mistake: perhaps China, the most sensitive so far, could take the initiative also at our request from below.

But at this meeting of the 3MSP, we have come to advocate for the start of other parallel paths, supporting more favorable geopolitical conditions for the generalization of the same ban on nuclear weapons. We are referring to a path that we could call: Helsinki 2 (including a single Helsinki+50 initiative); and to another path that we hope will lead to the Constitution of the Earth. The gradual strategy at the same time adds radicality to the TPNW, if we manage to link it to the global constitutional project, proposed by Costituente Terra, that abolishes armies and armaments by introducing the necessary guarantee institutions.

We invite you to two side events to discuss and deepen together:

March 3, 2025 - from 10:00 to 11:15, entitled: “Lessons from the movement against euromissiles”

March 4, 2025 - from 11:30 to 12:45, entitled: “Russian nuclear weapons in Belarus brings to light the risk of a limited nuclear war in Europe”.

We support the performance proposed by the Pagoda for Peace in Comiso: we raise our arms, with a minute of silence, to invoke: NEVER AGAIN AUSCHWITZ! NEVER AGAIN HIROSHIMA! With the energy that we hope this initiative will transmit, we reiterate that the future of the world is in our hands: we invite you to experience, together with us, the strength of life, the vision of the only humanity belonging to the living Earth that will prevail over the forces of destruction.

Our Working paper : “Security of individual States (each one against others) or security of Humanity as a whole ?” (TPNW/MSP/2025/NGO/X)

Summary of the key points

1) In spite of several successes of the TPNW (large number of adoptions, signatures and ratifications, divestments of banks in nuclear armaments, many cities calls in favour of the TPNW,…) we are in an impasse because no nuclear States nor their allies have joined the TPNW up to now, so new strategies are needed taking into account the complexity of the geopolitical situation.
2) A nuclear disarmament process should be realized from inside the “club” of the 9 nuclear States and their allies (starting by China ?) : our role as activists is to promote such a process by emphasizing that the risk of a nuclear war is inacceptable first of all for the nuclear States themselves.
3) A first useful step could be a ‘No First Use’ agreement among the nuclear States. In this context the “mini-nukes”, more easy to be used on the battlefield, should be explicitly prohibited in article 1 of the TPNW.
4) Another step could be the remotion of the nuclear weapons stationed on the territories of ‘allied States’ (Italy, Germany, Belgium, Netherlands, Turkey and Belarus) and, of course, the total rejection of any type of euro-missiles.
5) Several NATO States (Germany, Netherlands, Norway, Belgium) expressed interest for the TPNW, but their inclusion in NATO alliance prevent them to join the TPNW. This category of States ‘riding along’ could find a place in article 4 of the TPNW.
6) Change radically the present East-West opposition, as it was already the case in the period 1991 to 2003. For that : open a negotiation table between Russia and the rest of Europe (through OSCE/ ONU) to solve peacefully the existing problems (time-bombs) along the nearly 4000 Km of its frontiers, plus the Moldavia and Georgia States. If the association ‘Costituente Terra’, which promotes a project of global constitution, address a call to the States that joined the TPNW in at least one of the possible ways (adoption, signature, ratification), in fact the large majority in the
ONU General Assembly, in order to obtain the convocation of a permanent ‘special session’ of such Assembly for non-stop negotiations until a peace is achieved in the Ukraine war.
7) Moreover the association ‘Costituente Terra’ promotes an even more ambitious ‘Call for a total disarmament’ in the world.successful, this would render NATO useless and make a nuclear disarmament easier. The necessary gradualness of the strategy does not mean subtracting radicality from the TPNW, which is linked in our constitutional project to art. 52 which proclaims the elimination of wars: the true reason for the existence of the United Nations. Other salient articles of the project: art. 53: the banning of weapons and the public monopoly of force; art. 77: with the overcoming of national armies.
8) A powerful grassroots movement is needed to support and foster these initiatives.
